Poppy Storm

Poppy Storm is the Director of Policy and Planning at Ecotope.  She manages the policy group with a focus on innovation and ensuring the quality and integrity of Ecotope contributions to regional and utility efficiency efforts. Ms. Storm has an interdisciplinary background in impact evaluations, survey research, billing analysis, project management, whole systems design, regional coordination, small and rural utilities, emerging technology research, carbon reduction research, and green marketing.  She has led a number of complex, multiphase regional projects in the Northwest such as the Ductless Heat Pump Impact and Process Evaluation and the 2,500‑site Residential Building Stock Assessment.  Ms. Storm takes a holistic approach to study design and implementation. Many of Ms. Storm’s projects have involved extensive coordination with regional stakeholders, including the Northwest Power and Conservation Council, the Regional Technical Forum, the Bonneville Power Administration, the Northwest Energy Efficiency Alliance, and Energy Trust of Oregon. To ensure successful projects, she works with her technical team and project stakeholders to clearly define project deliverables as well as essential project objectives and interdependencies—the critical, yet sometimes nuanced, intentions and connections that can make or break a project.  Ms. Storm also has more than 15 years’ experience designing and managing the development of technical reports and presentations.
